Can I play Fallout 4?

Could I play Fallout 4 with
APU: AMD A10 7700k with a Hyper 212 Evo
GPU: R9 270 ( not X )
Ram: Hyper X 4 gb ( x2 )
Motherboard: Asrock FM2A88M Extreme 4 +
and what settings would I have to play for an average of 35+ fps?

I think you should be able to play fallout 4 just fine. I would recommend medium settings. I am running two 270's myself and I can run the game on ultra (with some lag) with my amd fx 4170.

What fps do you think I would get at medium settings and would the R9 270 bottleneck my APU?

No it wont bottleneck your GPU

R9 270 will work good with this CPU. On medium detail you probably get 45+ FPS in 1080P, on High 34-38FPS
On my PC I can also play on medium details in Fallout 4 with decent FPS
