• System Type: 64-bit operating system, x64-based processor
• No dedicated graphics card.

point 3 doesn't make any sense. Windows 10 has nothing to do with GPU

Discrete graphics card is required. Without it you're going to get a slide-show on lowest quality settings.
1360x768 low is ~15-20fps.
Playable ... meh .. kindda.
Enjoyable - definitely not.

If you plan to fully enjoy playing GTA 4 on the pc, you have to grab yourself a dedicated graphics card, once you have it installed you can always play with the many settings the game has to find smooth fps.

I remember back in the day, I used to play it on a pc system I had, it at least had a dedicated GPU, it wasn't powerful at all but I managed to get the settings just right to give me 47+ fps measured with FRAPS show fps, record video game movies, screen capture software and then that game was very enjoyable.

These days I have upgraded to a specialized gaming pc and the GTA 4 pc game is playable 4K@100fps with all settings well balanced.
