Can i play gta 5 on following specs??
Specs 1:-
Intel i3 7100
Intel hd 630
8gb dual channel ddr4

Specs 2:-
Intel pentium g4560
Intel hd 610
16gb dual channel ddr4

If you say yes,then plz tell me the fps in both specs i only want to play it on 800x600 resolution.

The intel i3 7100 has better integrated graphics than the pentium G4560.
Can you play games? YES.
Are Intel HD630 graphics made for gaming? NO.
What graphics quality will you get?. POOR.
You can play games with the i3 but don't expect good quality graphics and games like Battlefield 1 @720p will average 17FPS(that's really bad) .

Like others have mentioned if you want a true gaming experience you should buy a dedicated graphics card, something like the GTX 1050...

And NO, you can't use the onboard video to run games, it is NOT made for gaming even with ultra low resolutions or crappy graphics (low).
Either buy 2 video cards (well over $300) or just spring for a PS3 which can be had for less then $99 refurb, and you will get better 'play ability' (ie no stuttering / 5FPS), better visually, and better resolution THAN your Spec 1 / 2 for very little cost. ALSO you can both play together which you can't on the PC .

Nvidia line of of video card x10 thru x50 (except TI) are GENERAL PURPOSE video cards, for systems that need video to watch youtube, netflix, do email, etc. NOT for video games. ONLY the x60 thru x80 numbered products are specifically HARDWARE BUILT to support gaming.

Again, if you can't afford the cost of PC hardware (which is expensive) then stick to consoles, you will only be BETTER OFF, faster, reliable, and better graphics / performance / game play experiance. There is no short cut $50 or less solution sort of answer for PCs ever.

The GT 1030 is not made for AAA Titles, is better to consider your options. The GeForce GTX 1050 is priced around $109 or with AMD you can get the Radeon RX 560 for around $100. Both of those cards are far more capable than the GT 1030 for a relatively small bump in price.
