Solution

When you want an answer to these types of questions the first place is the system requirements.

OS: Windows 8.1 64 Bit, Windows 8 64 Bit, Windows 7 64 Bit Service Pack 1.
Processor: Intel Core i5 3470 @ 3.2GHZ (4 CPUs) / AMD X8 FX-8350 @ 4GHZ (8 CPUs)
Memory: 8GB.
Video Card: NVIDIA GTX 660 2GB / AMD HD7870 2GB.
Sound Card: 100% DirectX 10 compatible.
HDD Space: 65GB.

You lack a GFX card so that means you don't meet the min. reqs.. You are using a dual core which also doesn't meet the requirement. Doesn't look at all good for you and GTA V.

You can then...

You can then take a walk over to youtube. Search for your CPU and GTA V. The search will return more than a few results. The first YouTuber is using a 2GB 750 which is apples to your oranges. https://www.youtube.com/watch?v=shJW8sQ6Os4 is using the integrated GPU which is apples to your apples.

In short? Yes you can.

It may be better. I don't know. You are going from a dual core 3.9GHz CPU to a quad core 3.1GHz CPU. The IGPUs are identical and speed isn't the deciding factor. The quad core is significantly better but Iidk if that will translate with gaming.
