I am using Sony Vio 15.6 , Powered by Intel I7

Not a hope Imo. It's glorious looking and very taxing. If 720p then you might be ok on low. At 1080p, even base settings are pretty harsh. Very weak gpu you have.

Well I have Played Far cry 4 and Gta 5 at low settings without any Lag, Therefore was having a little hope if I can play witcher 3 at low settings

Well maybe then. Its less demanding the cpu than either of those. Should be ok at low.
