i was wondering if i could run just cause 3 with my rig? if so on what settings could i get playable fps

i3 4170
msi gtx 750 ti 2gb oc
8gb 1333

i play at 1366x768 btw

Yes, you can run it at med-high setting

Yeah, you should be ok. Doesn't feel like extremely heavy for the gpus.
I'll say same midium settings should run no problem
