Can i play modern games in high quality and high FPS with Gaming Laptop with RAM 16GB - Core i7 6700HQ - VGA GTX950 2GB

Probably not high quality but medium at 45-60fps should be achievable at 1080p. The 950 is a lower end gpu by todays standards and mobile versions are much weaker than their desktop equivalents.

I have a gaming laptop with a 970m. Be careful, Nvidia numbers their 9x0 mobile GPUs a bit deceptively. The numbers for the desktop and mobile GPUs are not equivalent. The mobile GTX 950m only has about 83% the render and texture units as the desktop GTX 950, and is clocked at about 90% the speed. So you should expect overall performance to be around 75% of the desktop GTX 950. So be sure to note if the laptop's GPU has a 'm' at the end of its number. (There are a few laptops which use desktop GPUs, but their battery life and heat production will suffer.)

The 980m has fewer render and texture units than the desktop 970. The 970m is equivalent to a desktop 960. The 960m is inferior to a desktop 950.

The 10x0 series is numbered more honestly. The desktop and mobile versions are equivalent, the mobile versions are just clocked (slightly) lower (usually).

I have never seen a low end desktop card like a 950 (non m) in a laptop. I have seen high end desktops squeezed into laptops.
