Can i play payday 2 on my pc?

i would like to play games like payday 2 and possibly skyrim, but i dont know whether or not my pc is good enough.

my computer specs [HP laptop]
processor- Intel[R] Core[TM] i3-2348M CPU @ 2.30GHz 230GHz
installed memory [RAM]: 4.00 GB [3.89 GB usable]
system type: 64-bit Operating System, x64- based processor

i feel really dumb right now but i would really appreciate any help i can get.
 
Hello, I'm not to knowledgeable in PC but I literally just got onto PC gaming last weekend and Payday 2 is the second game I've played (TF2 is the first). Anyway, my system consist of an Intel Core2 Duo E6600, 8GB RAM, Windows 7 Plus (64-bit), and a XFX Radeon HD 7750 card, and I am able to play the game mid-high graphics smoothly(once the PC warms up). Seeing that your CPU is better than mine (http://cpuboss.com/cpus/Intel-Core2-Duo-E6600-vs-Intel-Core-i3-2348M), it should run just fine, though you may want to get your RAM up to 8 GB and a graphics card if you don't already have one.
 
Where we have my computer the room tends to be fairly cold, so the system needs to warm up a bit when turned on to run to run smoothly. Same goes with your body(fevers help produce more white blood cells to help fight illness) or your car/truck(which run a bit rich, producing more heat, initially, particularly on cold mornings, to get all the sensors warmed up). And I apologize, I didn't realize it was a Laptop. Aren't there chips or something like graphics cards that can be installed? Sorry, like I said, I don't know much about computers.
 
Sorry but i don#t think you can run the games at an enjoyable frame rate, my old laptop that was better than yours kind of ran skyrim but it was horrible anyway, if you want to play payday 2 or skyrim you might have to invest in a budget desktop pc, if you need help in that then just ask me :)
