r7 265 is actually better than gtx 750 ti so stick with r7 265 get a pair of 2x 4 gb ram and yes you can play watch dogs smoothly at medium to high settings.

I would rather invest on 2x4GB ram 1600 MHz than a GPU in your case.
You already have an entry/mid range GPU and now a days 4gb of ram isn't enough and 2x4gb is standard for any gaming rig .
