Can I plug a VGA monitor into the motherboard while I have a graphics card installed?

At the moment I only have a crappy VGA monitor (I will get a proper monitor later but for now this is all I got) my graphics card, the Asus Strix RX 580, doesn't a VGA input. My monitor does, but it doesn't work when I plug my monitor in. Is this because I have a graphics card installed? or am I doing something wrong.

Yes. When discrete GPU is present, integrated gets disabled automatically.
That adapter in @Thineswar post is fake. DVI-D to VGA requires active signal conversion.
You can connect your vga monitor to graphics card using this device:

I don't quite understand what you're saying.
Do you mean that when you plug in the VGA cable from your monitor into the motherboard (not the the GPU) there is no display?

If that's the case, the display should work (although I don't know why it doesn't in your case) but then you will not be using the GPU, meaning that it's the same as not having the graphics card plugged in at all. You could try looking for a DVI-D to VGA adapter like this:
