Question Can I plug my monitor to my motherboard if my CPU has no integrated graphics?

It's not the motherboard that will/will not have graphics. It's the CPU. If the motherboard has a socket for the display it is built to support a CPU that has integrated display capability. If you install a CPU without display capabilities, you are wasting money on the mobo.

Where is the mobo going to get a display signal to put on the mobo connector if not from the CPU?

Unless it's an older motherboard whereupon the integrated graphics hardware resides in the chipset....
