[SOLVED] Can I power one PC using another PC's power supply without removing it from its case?

I have a PC that turns on (case/cpu fans spinning) but will not boot nor supply power to the peripherals.
I have another PC that's working perfectly.
I'm trying to investigate what the issue is with the first PC.
One thought is that the power supply might be damaged?

Given this, I'd like to see if the power supply in the 2nd PC will correctly boot up the the 1st PC.
(note: it has enough power to do so).

Can I do this without swapping the power supplies into their respective cases?
Could I simply connect the ATX/CPU power cables from the good PSU into the other PC's motherboard?
And which power button would be used to power the PSU (presumably the button connected to the powered motherboard)?

Note: I've stripped the 1st PC so it only contains RAM, CPU (with in-built graphics), and a boot drive
