Can I put a dongle into my phone and use the internet of the dongle

I don't have a computer so I have a optus dongle and put it into my phone by USB cord so I need to no how to use the internet of it and how to connect

Phones won't work like that. They aren't set up to be hosts of USB items, they only serve data etc to other devices. A W10 phone *might* work if the USB stack is the same as the full O/S, but I wouldn't expect it to.
