Can I put an usb 3.1 card (x4) in a riser (x16)?

In my MOBO (Asus Prime B350m-a) I don't have any free pcie x4 or x16.
I have an pci usb 3.1 card wich needs an pcie x4 to be installed, so the idea is get an riser and put it in the pcie x1 free space that I have to get pcie x16.
My question is, if I do that, I will lose speed?

If that even work, yes you will lost speed
