Can I put fans on the outside of the case

Is it practical to place fans outside the computer case, I have a mobo that's cpu fan connector blocks the position of the top exhaust vents, would a fan still work if placed outside the grill and filter.
I've measured the space and I don't even think I'll get a slim fan in. Also for blowing air outside the case through a grill should I use static pressure or airflow fans.

1) Yes, you can mount the fans outside the case if you really need to. It's not ideal, but it will still help support better airflow. Just be careful with your fans as they will be more succeptible to damage while outside the case.

2) For blowing air outside (exhaust) you don't need high static pressure, those are typically recommended for intake fans.
 
For exterior fans you can find some fans that include grills. That would protect the fan blades from inadvertent contact with things. I use then when I make sound proof guitar amplifier boxes for ventilation.
