[SOLVED] Can I put holding tape on graphics card fan?

One of the fans on my R9 390 has been running full speed for no reason. The other 2 stay off at idle and the third runs full speed. I tried adjusting the fan curves on afterburner and resetting PC. I don't do anything intensive on the GPU so would it be bad if I put some strong tape on the fan attached to the base of the GPU to stop it from being able to move?

That is a fairly bad idea, very easy to ruin not only that fan, but potentially the card.
Have you contacted the manufacturer about this issue? They could have some insight as to why it may be happening.
It would be more advisable to simply unplug/remove that fan.

Its an issue with the onboard fan driver on the graphics adapter.
If the card is still under warranty then RMA it.

If you are going to disable the fan, disconnect it.

Still a relatively bad idea thermally speaking.
