can I put my H700i case on carpet since it has rubber feet to keep it from touching the ground, it is a PSU fan down

I wouldnt unless the carpet is super short. Either a thin sheet of plywood or a piece of cardboard cut to the size of the case and placed under it will fix the carpet problem.

I agree on adding a solid base underneath. Another thing to note is that computers placed on the carpet or near it tend to get dustier a lot faster.
