Question Can I Recover Data from My Dead Laptop if That Data is Stored in Local Disc (C:) / (System Drive)?

My laptop just died, and when i bring it to the service center to retrieved my data they said it cant be retrieved if that data is stored in Local Disc (C: ) or boot drive, the data that can be recover is only the data that is being stored in my partition storage like Data (D: ) or Data (E: ).
Is that really the case?? can't i recover the data that is being stored in my "Documents" , "Download" , and "Picture" folder in my system drive or my Local Disc (C: )??

If its things like Word documents, pictures, video files, etc. it can be recovered as long as it wasn't the hard drive itself that died.

You can buy a USB adapter (for example, https://www.amazon.com/StarTech-com-SATA-USB-Cable-USB3S2SAT3CB/dp/B00HJZJI84?th=1), connect the laptop's hard drive to another computer, and get the files that you need.
I see, so as long as my SSD is not dead i can recover all the data that i stored there, regardless i stored them in my system/ boot drive (Local Disc C) or whether i stored them in in any other partition. Is that correct?

Depends on laptop.
There are laptops with EMMC storage or SSD soldered onto motherboard.
Recovering data from those will be problematic.

But if laptop has a discrete data storage drive, that can be removed and installed into a different pc,
then data should be recoverable (unless it's encrypted and you don't have decryption key).
