Can I remove the Bali-u motherboard and replace it with another one?

Get a new computer. You can't upgrade all-in-ones, or laptops - they use non-standard motherboards. You might be able to use your AIO as a monitor-only, check whether there are HDMI inputs.

No, If you want to use another motherboard I suggest getting a bare PC case for it.

Hmm. Is there any way I can let my All in One play a game like paladins or minecraft at at least 30-40 fps while combat?

Think about your All-in-one as a laptop (in many cases they share similar parts). There's no dedicated GPU, and slow processor, all this in order to keep it cool (literally).

You might try playing your games at lower resolutions, but that's all you can do. Fresh install of Windows might help as well.
