Can I repair my missing bootmgr while inside the operating system that is missing it? (Windows 7 x64)

Is there a way I can fix my missing bootmgr while inside the operating system that is missing it? The problem started when I installed a secondary OS on my system that screwed up my MBR but I used a third party program to fix the issue but only just a few days again I tried to use the program called "Windows 7 Boot Loader" that changes the animation of the Windows 7 boot but an error appeared which stated that I was missing my bootmgr path, so I tried to rebuild my BCD while inside Windows but it didn't work and I don't have a Windows 7 Repair Disc so what can I do?

Try running an mbr fix using hiren's boot cd
