I do not believe so, the 6150se isn't a graphics card it's an integrated chip on the motherboard, and I don't think your PC even has any expansion slots.

Depends on where you live. Craigslist, ebay, etc...
You may need to hunt around for a good seller though, many people in craigslist are just trying to resell computers and parts that are crashing on them. I've gotten good things, and crap off there. An older model dual-core should run a bit over $100. Just make sure you see it running, and not just that, load up a game or 2 in it for a bit to make sure it stays running.
Everything I sell on craigslist I run though several torture tests and do a disk scan on, probably not a lot on there do that though.
There are no good half height (or full height) PCI video cards, you could spend 75 bucks on a 6200 but it's not going to be much better than what you've got.

Can maybe find more on Amazon or Ebay. But your computer has a PCIe slot also, the issue maybe with the space around it. You'd need to open your case and see how much room you have to add the video card in it.
^Look at the picture of his box with the case open in the CNET review you linked to, there are no expansion slots at all on that motherboard.
I see a 1x PCIe slot, but the text states "The EL1200-05w has slots for a half-height PCI Express video card and a half-height PCI Express x1 card", so who knows. The image does not show anything usable, but it may be a sample picture.
I'd stick with my idea of a used Dual-Core but he's right about it being a risk.
