Can I restore a computer from a .TIB backup file?

Hi guys, So I have recently had an issue with my GPU/drivers which has had my computer out of action for a while now. Prior to this going wrong I had purchased a program which creates a full back up of the C drive. The program is called "acronis true image" after the backup completed it created a .TIB file for me to use.

Since then I have had to reinstall my OS and do a clean format of my HDD's and SSD's. I was worried about losing all of my registration keys for the programs I have had over the years so I downloaded a program called "belarc advisor". This program interrogated my C drive and created a list of all the programs I had installed including the registered email address or registration key. It then opened my browser and gave me a personal link so I though "Yay I don't need to do any more work 😀" So I bookmark it and go ahead reinstalling windows. Only to find it isn't an online link, it is a browser formatted link to a file it create on my C drive. So I have now lost everything.

So here is my problem/question. I am trying to create a new windows which I can use the .TIB to repopulate that drive so I may once again use that program. Do you know if this is possible and how would I go about it? This is the first time I have actually had to use a backup so I am a little clueless in regards to this.

Yes I have now found a working solution to this avoiding "acronis true image" as to be able to use it I require the program to be registered (the key is in the inaccessible back up file). Which is also why google wasn't very helpful initially. However thank you for the 'suggestion'.
