Can I reuse an Intel motherboard?

So I plan on replacing my current motherboard so that I can put my computer in a smaller form factor. The motherboard I have is still less than a year old and I would like to be able to reuse it if possible. So, would it be possible for me to install another new cpu with the same socket (LGA 1150) in the used motherboard?

Yes.

As long as the motherboard is not broken and still usable, yes you may and you can reuse it for other builds.

If you installed an OEM copy of Windows it is keyed to the original motherboard, and cannot be legally installed on another motherboard.

You can. You just call microsoft and automated system helps you how to reactivate windows on another mobo...

8 doesnt really care, 7 might be a bit more finicky, but if you called Microsoft you might be able to work things out with them
