I going to say no, I don't think it will work at all/for very long.

yes but i recommend you to get a psu from a better brand like seasonic, corsair, etc. As cheap psu can have really low efficiency, you might get much lower than 300watts. (good psu have efficiency of 85%)

get a power supply of seasonic, a 350watts will do fine. But if you are planning to upgrade this system in future i recommend a 600watts psu. just make sure that the psu is atleast 80plus certified.
