Question Can I run a 7800xt on a 650 watt PSU?

Was buying a 7700xt, but I'm just going to spend 50$ and get a 7800xt, but I'm not sure my PSU can handle it. Although most wattage calculators I look at say between 600 - 699 watts. My PC seems to fall into that section, and pcpartpicker says that it falls between 462 watts. I'm not too sure if the GPU has huge power spikes or some other issue that would prevent me from grabbing it.

Is there anything catastrophic that could come from not upgrading it?
Yes. Magic smoke. Damaged card. Other damaged hardware.

Bottom line here is that is a not a good quality PSU, and it's not even of sufficient capacity to meet the recommendation. I'd recommend replacing it with a quality 750w unit before upgrading to any higher end graphics card. That Super Flower Leadex III unit that Nighthawk recommended is by far the best option you'll find less than 80 dollars. In fact, that price must be a new price drop that likely won't last and since I'm in the market for a couple of PSUs anyhow, I'm thinking I'll probably be picking up a couple of them. These are very good units and for the most part you simply can't go wrong with any of the Leadex platforms.

For context incase the OP is unaware, Superflower is the company that designs and produces some of EVGAs best units, including the legendary G2 models. So you would have been getting a phenomenal unit for $70. Unfortunately looks like that Superflower is out of stock, unsurprisingly.

It's supposed to be pretty good, a HUGE improvement over a BP. There are some pretty thorough reviews of it with good performance, but only from non English speaking countries and not from particularly well known reviewers. I got one of their similar units the other day for my own usage. So its most likely a good option, but I only mention it since it's so cheap. But it may be worth spending more of you may want to play it safe.

Because I have yet to see any reputable professional review of any Sama Black Diamond unit. And as far as it being "Tier B" on the Cultists tier list, that is a "speculative" ranking, because there are no reviews of the unit or from what I can see, any mention of the platform it uses.
And for the record, I'm not sure I've even seen ANY reviews of ANY Sama PSU models in the last 5-8 years that were indicative of an even moderately decent unit. The last time I saw any SAMA unit with a good review was the SAMA Forza way back in 2016. Given their track record, and without a review to the contrary, I'd avoid them altogether as a brand.
 
750w psu or personally i would go 850w for that later upgrade head room but a budget is a budget !!

I dont know superflower i usually use corsair for my PSU's ( that said its not to say the brand is bad as a previous thread pointed out )

In their spreadsheet there's a review linked, but the link now goes nowhere in the week between now and when I looked at it. It was a proper review with tests of just about everything. It has excellent performance overall, I think the hold up time was mediocre but ripple, regulation etc was all good.
