Hi, I have a 450 watt power supply, I am looking to upgrade my gtx 960 to a 1060, but have just watched a video from bitwit where Kyly built a system with a 1070 and i7 8700k and used a 450 watt supply, so i was wondering if my power supply would be able to handle a 1070, even though nvidia recommend at least a 500 watt power supply. I have an i5 6400, 16 gb ram and a single 7200 rpm hdd. I had a look to see what power my system would require under load using cooler masters website ( http://www.coolermaster.com/power-supply-calculator/ ) and it recomends a 450ish W supply. So do you think my system would be able cope with a gtx 1070 or not.

Yes you can use a 450w but the quality and efficiency matters. Most of the 450w units out there are not the best in terms of quality except maybe Seasonic Focus, and Corsair CXM to an extent.
So if you do not rock one of those units, then going for a better quality unit should be beneficial, if you dont want to smoke your beacon. You can use this as a loose reference... https://linustechtips.com/main/topic/631048-psu-tier-list-updated/

Depends on how good your PSU is. What brand, make, model PSU do you have? does it have the correct PCI/E power connector that your 1070 needs(without using an adapter!)? If it does not have the correct connectors, then I would say no(even if it was a 600 watt PSU!).

It is a corsair CS450 or 450M, which i know aren't the best quality of power supplies out there. Maybe ill just save my money and get a gtx 1060 instead of taking a gamble on a 1070

With a good quality PSU, I'd say yes. The GTX 1070 is officially a 150W TDP card. Some board partners may rate them a bit higher if they have factory overclocks.

But even if it were, say 180W, a 450W power supply that can provide most of that power on the 12V rail will be more than sufficient.

On my Dell, with a 460W PSU, I was running a Gigabyte Windforce OC R9 285 that is, I believe a 190-195W GPU. No problems, despite the fact that the Dell PSU can only supply 385W on the 12V rail. Been using that card since the beginning of 2014 until this month (upgraded to a beefier GPU)

Interestingly, with Dell's new XPS Towers, they explicitly brag of "room to upgrade" and state on the details of their machines that the system is ready to accept up to 225W graphics cards. I thought that was a bit dubious, considering that their PSU only can put out 385W on the 12V rail, but if Dell's making that boast while having warranty on it, they must be pretty confident that the PSU can take it and there won't be warranty claims.

Or they are using more powerful PSUs....:??:

That was originally my assumption as well, but no. My son now has an XPS 8910 - the 8910, 8920, and 8930 are all the "XPS New Tower" style where the improved accessibility and the "up to 225W GPU" are touted.

I checked the PSU specs - 460W, with 385W available on the 12V rail. To be more specific, between the 12V A, B, and C rails, there's 42A available, but the label also says "12VA, 12VB, and 12VC shall not exceed 385W" .The specs are the same as my XPS 8700, and the old XPS 8300 I had.

I was kind of surprised.
