yes, a 1650 TDP is 75W so it will require at least a 250-300W PSU, 350 recommended however.

Although I don't know a PSU that's 290W so most likely you have an off-brand PSU which I would advise not using on dedicated GPU's as they have a tendency to not output the exact wattage it promises.
