Can i run a R7 240 2gb ddr3 on 280w PSU ?

I m gonna buy a r7 240 which say i require 400 watt psu to run . Even it doesn't require a PCI-e connector then can i run it directly ?
But i only have a 280w psu .
My whole system :
C2D e6700 2.66ghz
4gigs ram
Seagate goflex hdd
Win 7 , i dont wanna run high end games cause i know my processor could not handle it .
Answer hurry, need help .

CPU plus 240= 140W(65+75). Add another 50W for other things and that puts you around 200W. It should work...UNLESS this is a very cheap 280W power supply. Look at the label, open the computer case to do this. If the 12V output lists something low such as "14A" then no, don't do it. As long as it's something more like "18A" or more you can try it.

I don’t know if this thread is relevant anymore but I have a dell optiplex 3020 and it says 16 A on 12 b so would it run I’m not sure
