Can I run AC 3 on my DELL INSPIRON 14

core i3 4030U
intel hd graphics 4400
ram of 4 GB(dont know the specific name)

No, your processor is not good enough to run the game at playable framerate. Even an Intel Core i5 4200U with HD 4400 graphics can run the game at just 11.4 fps, which is not playable.
The answer to your last question also will be a no. While some such adapters are available, they are only for high end ones like Alienware having the proper motherboard and requisite connectors and your motherboard will not be able to support it. Sorry 🙁

Since you want the answer in yes or no, I will say, yes you can run it, but it will run super slowly and will stutter so badly, it will be unplayable.
