Can I run an standalone VM inside a PC?

Let me explain, I have a decent PC with a Ryzen 1600X and a 980 Ti. Me and my friend would like to play together, so essentally I'm looking into ways to split my PC with a VM. I'm going to run a windows 10 VM inside a win10 install, and I'm trying to run two keyboards and mice for each Win10. Is something like this possible?

Can it work with your current setup: no (kinda).

You need 2 gpu's to make this work by assigning 1 card to 1 vm and the other to the other vm. Then this can work.

In a playable way: no.

The way a vm works (even if you use something like unraid which people use to do this because of a LTT video) it simply won't allow for a smooth experience.
