Can I run ARK with my specs?

Yeah, you should be able to run it with those specs. I would say you'll be somewhere around 50 fps on medium settings, since they've done a fair bit in the way of optimization recently. My brother runs on a similar rig and gets pretty good performance these days in ARK.

Solution
I swapped out the Ryzen 5 1400, since it is a quadcore anyway, with the Ryzen 3 1200 which is cheaper and also a quadcore. Gave 2 x 4GB RAM at 3000Mhz as well, as Ryzen LOVES 3000Mhz RAM. You can ditch that SSD for now and go with a 1TB HDD. The PSU I have given is also better, and not too mention, the 1050Ti in my list will play it well:

If you already bought that Ryzen 5 1400 and the motherboard and the case, stick with them, but go with the PSU I have chosen as it is better as well as the RAM and GPU I have listed. That will be better overall.

Warning, Ark can take up 120GB of hard drive space if all the maps are downloaded. Recommend at least a 250GB SSD. The only other thing I could suggest is change the 470 for a 1050 Ti. Please also consider a Bronze rated power supply minimum, gold being preferable. Cutting costs on the power supply is the #1 cause of failed gaming PCs.
