According to http://www.systemrequirementslab.com/, yes I can. It says I can pass both the minimum and recommended requirements. But I'm not sure. I have ATI Radeon 3000 graphics (yes I need to upgrade and I already know what I'm getting, but I won't have it for awhile). The graphical requirements say "256 MB DirectX® 10.0-compliant video card or DirectX 9.0-compliant card with Shader Model 3.0 or higher" on Steam. I am sure I meet the requirements for everything else. I'm also completely fine with any low settings, as long as there's no lag and I get a DECENT FPS rate. Any help would be appreciated.

Current Build:
CPU: AMD FX(tm)-8350 Eight-Core Processor
Graphics: ATI Radeon 3000 Graphics
RAM: 8GB
OS: Windows 7 Professional N

First off, awesome profile picture. And thanks, but I'll just get it for my 360. And I was thinking about the AMD Radeon R9 270X. Thought on that?
 
Thanks im a big fallout fan cant wait for fallout 4, and the 270x is a good card but you should get the Radeon 7950 because its more powerful than the 270x and the R9 280 is a rebranded 7950 which means there head to head and the 7950 can be overclocked to almost compete with the GTX 780. You can find the 7950 in a very very good condotion for 120-140$
