Can I run Batman Arkham Origins smoothly?

I want to pre-order Batman Arkham Origins but I am not sure if I can run the game propperly. According to http://www.systemrequirementslab.com/cyri I am between the minimal and recommended requirements and all my hardware passes except my Nvidea GTX 470 graphic card. I had the same results with Tomb Raider and Bioshock Infinite but I could run those 2 games smoothly on High. I only had the change the Hair Detail option in Tomb Raider in order to run it pretty much perfect. on High settings. So is it worth it to buy Batman Arkham Origins for PC or should I get it for Xbox 360? ( However, I have heard that the game on the PS3 and xbox 360 runs at 30 FPS and sometimes drops. Is this true?)
