Can I run battlefield 1 with core i3 4150 and RX 460?

Core i3 4150
Rx 460
4gb ram
Can I run battlefield 1 at 1366*768 res, medium settings at 30-45fps ?

Probably, but it isn't released. 460 will be fine, cpu should be ok.

They didn't change the game engine from BF4 so it will run it as well as BF4,if anything dx12 will make it run even better,but I'm sure they added a few effects that will kill any GPU currently available but medium/768 should be well above 60FPS

If you can run BF4 at those settings at that fps, then you should be able to run BF1 at about the same settings to get similar fps.
