GTA V starts at around 70GB.
FIFA 19 starts at around 40GB.

It is safe to say that you can have only one or the other on that 128GB drive, and only if that drive is not the OS drive as well.

Minimum System Requirements for both games state:

FIFA 19: 50GB of free space
GTA V: 65GB of free space

Given that Windows takes up a fair chunk, I'd say, "No". You cannot install both games onto just a 128GB drive.
