Pretty demanding game. You might getaway with lower settings. Do not expect exceptional performance. You might also have to scale down game resolution to get playable framerates.

I just checked your Configuration for Forza horizon 3 and Cpu and Ram is Comparably weak to Gaming requirements.Sorry Try to save Dollars.

CPU & ram are fine , 960 will struggle a bit - you may manage medium settings at 30fps or so.

I don't really have a specific graphical setting that I want to play on, its just that I want to be able to play it without stutters.

As madmatt and myself specified above, you might get away with lower game scaling at playable framerates.

I tried the demo and there is some stutters but the demo isnt updated right?

I don't know , possibly not I imagine.

I bought horizon 3 on release & it did run like a dog on my fx6300 & gtx 970 (to the extent I played it on Xbox one instead)
After the first 2 updates it was playable locked at 50fps for me.

So some big big improvements were made , the original release had massive texture & graphics pop in , all fine now

Try the beta or demo if available. It will run, but you need to make sure if the framerates are smooth enough to be playable. In all probability it should be, but there is no harm in validating it beforehand.
