Can I run game that requires 12 GB RAM on 8 GB RAM pc

Other components are above minimum, it's just RAM. Also don't have SSD.

Yes you can, you just may suffer on performance, depending on the game.
SSDs generally improve loading times, less so FPS and in game performance (not considerable at least).

Fade to Silence. It will be releasing on 14th Dec (Early Access on Steam). Someone asked them if it is just a placeholder and they said no. It is really weird because they require low end 2GB VRAM GPU and pair it with 12GB RAM.

Try it first before investing in more memory, I would think with nothing but Steam running in the background 8gb would be sufficient.

If a game needs that much RAM and a crappy GPU they're likely mining altcoin in the background while you play.

Yes as long as you haven't played for more then two hours, more then enough time to find out if it works well.

As long you play less than 2 hours and do not let the purchase sit longer than 14 days, Steam says they will take a game back for almost any reason.
