and 240 w psu
can i run Gt 1030 2gb ddr5 low profile on this psu ?

It really depends on the 12V rail. I have a 220W Dell small form factor, but it provides a max of 216W on the 12V rail. My video card is rated at 55W TDP, which is much more than the GT 1030's 30W TDP.
