first, that gt 640 is well, slow. it is a somewhat ok card. but don't expect much from it when it comes to gaming, esp maxing out heavy games.
if they do the same crappy job as before, even more reason that you wont be able to play at max settings.

But most probably I don't think your pc can play gta 5 in medium settings, how much in high and highest!
All yours specs are ok, the part that you need to fix if you want to play games is the graphics card.

ya i have gta4 and it run highest steeings and gives fps of 54 in gta4 benchmarking tool.So what do we conclude this
There is no way you are running GTA4 in the highest settings at that frame rate unless you are running at a very very low resolution even then I doubt it. But any way if they do port GTA5 to PC you are going to need a much better card than that to run it that is for sure. I would say at least a GTX 670 or better.

i dnt know bt in gta 4 own benchmark tool it gives generally 54 around
