If by "normal" settings you mean "low" then it should run GTA V on low at 720 resolution. That video card is a low end one. You can hit about 30 fps on lower settings but will have drops to the teens during play.
yes the mobile I7's are not the same as the desktop versions. i would think that GPU is even good enough to run GTAV at decent settings. if you really want to game you are going to have to start thinking about a desktop or mini PC

without seeing the computer in action that would be really hard to do. you will just have to mess around with the settings yourself through trail and error

I don't think you can even run it. That GPU is not build to handle games. I would try some older cheaper games (2013-2014) and see if that works. If you can not even run those on low, then GTA V will most likely not run.
