Can I run GTA 5?

Intel I5
8 Gigabytes of ram
AMD R9 270
I will also be playing games like Watch Dogs ETC

Your system almost meets the recommended requirements, so you should be able to play GTA V with fairly high settings (1080p).

What about if I chose the Gtx 750ti 2gb pny over the R9 270?Would it still work

Stick with the 270. The only thing the gtx 750 ti is better at is power efficiency.
