Can I run GTA 5 ?

Can I run GTA 5 at lowest settings with this!!??
Geforce GT 730 graphics
4gb ddr2 ram
320gb HDD
Intel duo 2 quad q6600 (not OC )@2.4 GHz
gigabyte ga g31m s2l ..motherboard
If I can't run, suggest some changes .... And should I OC my cpu?
If yes , then to what extent?
