Question Can i run Gta V, CS:GO, League of Legends, Far Cry 4

I ran Far Cry 4 on a Q9550, but my GPU was a GTX 970. You may have to turn graphics quality settings down to get your FPS up with the HD 7730. I had an HD 7850 before the GTX 970 and I think I was playing Skyrim with that card. Your system RAM is only 4GB which is a bit low, so it might be swapping to the hard drive a lot which could cause stuttering.
