Can i run gta V ON my pc ?
MY SPECIFICATIONS ARE :

CPU ---> AMD FX 8350
GPU --->Radeon HD 5970
RAM --->8GB

Please anyone tell me.

Yes i think you will be able to run it well if the game is optimized properly like the gta's before gta4 else if its a crappy port like gta 4 then don't expect a stellar performance.You will be able to run gta 5 at the best at medium settings rest lets wait for the system requirements.
