The minimum is to have :
- 4 cores cpu e.g. C2Q Q6600
- 8GB RAM
- GTX660/HD7870

Your:
- C2D (only 2 cores) --> below minimum specs
- 4GB RAM --> below minimum specs
- GT730 --> below minimum specs

Ok....So I have ran GTA 5 with 4gb ddr4 2400mhz ram(somehow) and a gt 730 2gb 'gddr5', just my CPU was a quad core i5 2550k...
GTA 5 is a cpu dependent game and it lags a lot on dual core processors, low end gpu's will be able to run it(even Intel HD graphics, I think) and you need 4gb ram, but it has to be ddr4 and gfx card's vram speed has to be gddr5...
But sorry, it's not possible to run GTA 5 on your specs, I advise you to better run Minecraft

Ye I'd say yes, it runs with GT 1030 on 4gb ram and a Pentium
