Can I run gta v without lagg?

AMD A10 7800 processor with integrated radeon R7 grapics

And 4gb ram (will upgrade this to 8 if my processor and grapicscard meet the requirements )

Is that a desktop? Because that sure isn't a mobile APU.

You should be able to run GTAV at lowerish mediumish settings at 1080P at roughly 30-45fps.

That's ok, I'll move your thread to the systems category on the Tom's Hardware forums in just a sec.

30fps can be laggy, but lag is really when you have latency issues, which you shouldn't get.

720P, you should be able to get 60fps at the same settings.

@ 720 you should be fine, when you upgrade your RAM remember these APU's thrive of faster RAM, so go with 2133mhz or 2400mhz RAM. The Speed of both the CPU and Integrated Graphics scales with faster RAM and can add as much as 15% just by looking at this one upgrade.
