Overclock the cpu as high as you can (4ghz should be possible)
Overclock the GPU IF you can - not all 730s can overclock
Set the game to lowest settings @ 1280x720 (1280x1024 depending on your monitor)
Depending on how high you OCd your CPU and GPU you should be getting more than playable frame rates - and btw game looks ok even on low q.

Considering the 730 is the weaker link here (not that much weaker than the CPU tho) you should focus on getting as much as you can from the GPU OC and make sure you at least OC the CPU to 3.5Ghz. This should make the game more than playable.

Edit: Without overclocking you;re wasting a lot of potential and will be dipping to low 20s often. OCing isn't hard and that CPU is great at it.

If you're not comfortable with reaching 3.6Ghz then just do this:
-Read at least the first guide so you know what i'm talking about
-Set PCI-E freq to 100 in bios (so it doesn't get overclocked with the CPU)
-Raise FSB incrementally (bumps of 10-15mhz) - save and exit after each bump and let it boot windows and run 5 mins of prime95
When the system becomes unstable (BSOD or crash or prime95 error) then go back a bump until it is stable again. This is if you don't want to increase voltage or tune memory or deal with any complicated stuff. Don't go above 3.5Ghz with the "easy mode" route tho.

For the GPU - download and install EVGA Precision/ MSI AFterburner - people have been getting 1150 - 1200 core clock so that should b e good enough. Its pretty straight forward if you're unsure ask google.

25-30 FPS possible at 800x600 resolution. You PC almost meets the minimum requirement. Only the processor lags behind.

Minimum Specifications:

OS: Windows Vista 64-Bit or later
Processor: Intel Core 2 Quad Q6600, AMD Phenom 9850, or newer
Memory: 4GB RAM or above
Graphics: GeForce 9800 GT 1GB or newer
DirectX: Version 10 or above

So the best way to go about it is to follow the NVIDIA's Official Grand Theft Auto V PC Graphics & Performance Guide, which would immensely help in getting the best possible frames for your setup.

Don't hesitate to experiment with the settings discussed in the above guide, to get best possible experience out of your setup.

Also update your card to NVIDIA's GTA V exclusive driver before you run the game and try out any of the above said options.
