Ive been looking for a on-budget gaming PC. Will this run GTAV with at least 30FPS?

AMD FX-4300 processor

That system is not worth paying $500 for, maybe $200 if you find something like that used.

Really the best thing is to get the parts and put it together yourself, although you will need to get a Windows license also.

A old 4300 CPU along with an old R7 250 card should not be considered as a new system purchase.

If you do not mind an unactivated OS, you can drop the OS in this build to save costs and download and install the ISO from the Microsoft on the PC but not install it.
