Yes, your PSU is more than enough for a 1060. Just plug one of those (6+2) in the card and you are good to go. A (6+2) power cable is actually an (8) cable split into (6+2) due to compatibility reasons. It can be used to power a graphics card that requires a 6 pin (with 2 pins not used or connected) and also to power a card like yours that requires an 8 pin power cable. A 1060 only consumes 120W at load and a 400W PSU is wnough for it. You have about double the required power. Your motherboard is also compatible, so no worries there. :)
