i3-6100 3.70GHz

8GB ram

can i run a 144hz ?

Short answer: sometimes

Long answer: considering your low power gpu It really depends on what game and settings your playing at. if for example you're playing half life life 2 a fairly easy to run game then yes you could but dont be expecting to get anywhere near 144fps at any setting.
